The objective of this cooperation programme is to support and/or create model national activities that result in measurable environmental or health outcomes in communities that are exposed to disproportionate environmental risks and damage. These models should use or use existing resources or assets of public authorities to develop important tools and processes that integrate environmental justice thinking into national governments and government programs. The EPO provides grants and cooperation agreements to support and promote a public purpose. These supporting relationships are established when the EPO`s main objective is to transfer funding, ownership, services or any other valuable object to a recipient in order to fulfil a public purpose or to stimulate an area of interest permitted by law. Note: The word grant is often used to refer to both types of aid: grants and cooperation agreements. The goal of the program was to meet military commitments under the supervision of the U.S. Environmental Protection Agency (EPA) and the California Department of Toxic Substances Control (DTSC). The refurbishment of the ammunition was completed and obtained permission from the authorities in 2019. Fora is currently working with local jurisdictions to transfer this property. Projects should be useful: (1) government and local data; (2) public and local authorities; (3) government and local outcomes; (4) relations between delegated programmes and public policies on environmental justice and (5) the orientation of the State towards areas subject to disproportionate constraints. The EPO carries out much of its mission through services provided by non-federal entities using a large number of financial instruments, including contracts, grants and cooperation agreements.
Each instrument has a particular purpose and thus creates different relationships between federal and non-federal parties. The Federal Grant and Cooperative Agreement Act of 1977 requires federal authorities to distinguish between supply and support relationships. While the law does not impose specific conditions to be established on contracts, grants or cooperative arrangements, it does require that the choice and use of these financial instruments reflect the nature of the expected relationship between federal and non-federal parties.
